Western Azerbaijan: A Conspiracy Against the Armenian People
Western Azerbaijan Is Not Fake News but Azerbaijani State Policy, and Armenians Must Recognize It and Act Now.

For years, many dismissed the warnings about Artsakh.
We were told not to worry. We were told the threats were exaggerated. We were told that what was being openly discussed in Baku would never happen.
Then it happened.
Today, a new campaign is unfolding before our eyes. Under the banner of “Western Azerbaijan,” the Azerbaijani state is advancing a doctrine that seeks to redefine Armenia itself, recast Armenian history, and lay the foundation for future political demands against the Republic of Armenia.
This is not a conspiracy theory.
It is a conspiracy in the original sense of the word: a coordinated effort involving government institutions, political leaders, state-funded organizations, educational programs, media campaigns, and international lobbying initiatives, all working toward a common objective. The evidence is found not in rumors or speculation, but in Azerbaijan’s own statements, congresses, institutions, and official publications.
Yet many Armenians are still being told that it is not real, that it is “fake news,” and that there is nothing to worry about.
The Public Record Says Otherwise.
This white paper examines the Western Azerbaijan doctrine, the institutions behind it, the statements made by Azerbaijani officials, and the disturbing parallels between what is happening today and the process that ultimately led to the destruction and depopulation of Artsakh.
Most importantly, it asks a simple question:
Have we learned the lessons of Artsakh, or are we preparing to repeat them?
This report is not intended to create fear.
It is intended to create awareness.
A nation cannot prepare for a threat that its own government insists does not exist. A people cannot defend rights they have first been persuaded to ignore.
A threat that is widely understood is much harder to deny.
Whether you agree with every conclusion or not, every Armenian should understand what Azerbaijani officials are openly saying and how those statements may affect Armenia’s future.
The destiny of Armenia cannot be left to a handful of politicians.
It belongs to the entire Armenian nation.
