During the award ceremony, President Tokayev said the honor reflects Kazakhstan’s appreciation of Pashinyan’s leadership and reform agenda.
“In Kazakhstan, you are known and respected as a national leader of Armenia who has been able to inject new energy into your country’s development and give strong impetus to reforms across all areas of state-building,” Tokayev said. “You have a strong reputation as an outstanding statesman endowed with strategic vision and unwavering determination in advancing Armenia’s national interests.
Tokayev highlighted Pashinyan as the author and founder of the “Real Armenia” concept, calling it highly relevant in the current geopolitical environment. Under Pashinyan’s farsighted leadership, he said, Armenia has chosen a path of steady progress, strengthened its position on the international stage, and demonstrated a model of thoughtful, responsible governance in both domestic and foreign policy.
“In a complex geopolitical environment, you have shown the valuable ability to make unconventional, decisive decisions that will undoubtedly benefit the Armenian people,” Tokayev noted. He added that Armenia’s commitment to a peaceful and stable future is a “historic contribution” of Pashinyan’s leadership.
The Kazakh President also emphasized Pashinyan’s significant role in advancing the peace process between Armenia and Azerbaijan, including efforts that have led toward a concluding document being prepared in Washington.
Tokayev expressed confidence that under Pashinyan’s leadership, Armenia will achieve new successes in strengthening its international standing, economic growth, and comprehensive modernization.
Prime Minister Pashinyan said it was a great honor to receive Kazakhstan’s highest state decoration and to receive it personally from President Tokayev.
“You are a political leader, statesman, and diplomat with great experience. Your appreciation means a lot,” Pashinyan said, expressing confidence that Armenian–Kazakh relations will continue to deepen.
He added that the award will not only strengthen bilateral ties but also contribute to the further development of the region and the broader neighborhood.
Pashinyan thanked Tokayev for his personal support for the peace process between Armenia and Azerbaijan, stressing Kazakhstan’s consistently constructive interest in securing long-term regional stability.
The Prime Minister underscored that Kazakhstan holds not only practical but also symbolic significance for Armenia’s foreign and regional policy, as Armenia’s diplomatic doctrine is rooted in the Almaty Declaration—an important document also central to the “Real Armenia” concept.
Pashinyan concluded by thanking President Tokayev for the high honor, warm hospitality, and generous reception.
