New Constitution Expected Before 2026 Elections, Armenian Minister Says

Justice Minister Srbuhi Galyan has reaffirmed that Armenia’s ongoing constitutional reform is entirely a domestic process, unrelated to foreign pressure.

Speaking to reporters, Galyan noted that the initiative began shortly after Prime Minister Nikol Pashinyan took office in 2018. She emphasized that the new constitutional text should be completed ahead of the 2026 general elections.

“The process started right after the 2018 revolution,” Galyan said. “It’s wrong to associate it with any external pressure. This is our internal issue, and our people will decide whether they want a new constitution.”

The statement comes amid Azerbaijani claims that Armenia’s constitution contains territorial claims against Azerbaijan — accusations that Yerevan firmly denies. Baku has been pressuring Yerevan to amend its constitution as part of the ongoing peace negotiations.
