The Armenian side has repeatedly stated that the constitutional agenda is a domestic matter, although it will undoubtedly have certain very specific international and regional implications, Prime Minister Nikol Pashinyan said. He added that he might make an offer that the opposition would be unable to refuse.

“Today, Mr. Mirzoyan, of course, without prior coordination, gave the issue a somewhat international and regional context. Opposition representatives then raised the question of whether you can guarantee that this would be the final step in the process,” the prime minister said in response to a question from Anna Grigoryan, head of the Hayastan parliamentary faction, according to 1lurer.am.

“I will take note of today’s discussion, because until now I have viewed the issue entirely within a domestic framework. I believe we need to do some work, and this question cannot simply be answered off the cuff during a question-and-answer session. I am taking this issue on board, and I want to say that in the coming period I will focus on formulating an answer and, possibly, making a proposal arising from that answer. If such a proposal takes shape, I believe that at that point I will make an offer the opposition cannot refuse,” he said.

During a question-and-answer session in the National Assembly, Foreign Minister Ararat Mirzoyan addressed whether constitutional amendments were Azerbaijan’s final precondition for signing a peace agreement. He proposed that the opposition support the government’s efforts to approve a draft new Constitution in parliament and subsequently put it to a referendum.

“Am I understanding you correctly that you are saying if this is the final outstanding issue, it is open for discussion and we can proceed with it? If it is confirmed that this is the last step needed to achieve peace — the very last one — will you join us in taking that step? Think about it and let us know,” he said.
