Astronomic numbers, securities, cash: what did Zareh Sinanyan and his wife declare

Yerevan — Despite the setback in Armenia-Diaspora relations, Zareh Sinanyan, the Chief Commissioner for Diaspora Affairs of the Prime Minister’s Office, continues to make personal progress.
His financial declaration submitted to the Corruption Prevention Commission on May 14, 2025, indicated information about the official’s property, income and expenses as of 2024.
As in the declaration submitted last year, Zareh Sinanyan still had 1 real estate property, an apartment, purchased and jointly owned with his wife in the Kentron administrative district of Yerevan in 2021.
This year, he continued to hold the securities he had purchased from the National Life Group company in 2004, but also had an addition in the form of bonds purchased from the Central Bank of Armenia (CB).
Thus, the value of debt and other securities in the Central Bank’s case amounted to 4,000,000 million drams both at the beginning and at the end of the year, while the securities of the National Life Group registered increased: $123,599 at the beginning of the year became $127,656 at the end of the year, and $140,114 to $145,232.

Zareh Sinanyan’s income of 16 million 362,434 drams for the reporting year, according to the declaration, was generated from other income of 276,000 drams received from the Central Bank and 16,086,434 drams from the Prime Minister’s Office as salary and/or other payments equivalent to it.
The travel expenses of the official and his family members for recreation in 2024 amounted to $40,000 and 15,523,200 drams, and the tuition fees for studies and courses amounted to 8 million 225,539 drams.
In the declaration submitted in 2024, which summarized 2023, he declared travel expenses for recreation in the amount of 14 million 337,500 drams and fees paid for studies or other courses in the amount of 8 million 649,000 drams.
The declaration of Zareh Sinanyan’s lawyer wife, Lori Sinanyan, surpasses her husband’s declaration in its luxury.
The official’s wife declared 3 real estate properties purchased in 2021: two garages in sole possession in the Kentron administrative district and one apartment in joint ownership.
In 2019, she purchased a 2019 Honda car.
Lori Sinanyan, like Zareh Sinanyan, owns securities from National Life Group, the value of which at the end of the year was $213,813.11 in one case and $202,335.86 in the other. Her bank deposits of $16,000 and €20,000 did not change during the year, according to the declaration.
The balances of the bank accounts at the end of the year were: $50,732, 7,866,866.4 drams, 6,523.5 euros, $3,415.31, $129,750, $26,510, $4,613, 648,319.7 drams, 24,512,500 drams, $36,000, $381,931.
Zareh Sinanyan’s wife also reported $44,000 in cash, which had already amounted to $60,000 by the end of the year.
The official’s wife’s income of 105 million 226,385 drams for the reporting year was generated from salary and/or other payments equivalent to it from Munich Ventures, income from ACX Solutions and the entrepreneurial activities of Foundation Law Group.
In the column “Expenses of a family member of an official,” she reported 3,718,000 drams for tuition or other course fees, as well as 6,800 euros and 2 million 962,352 drams for a one-time expense, the content of which was not made public.
