The lawsuit filed by blogger Alexander Lapshin against the Ministry of Internal Affairs will be examined by Judge Lilit Sadoyan of the Administrative Court.
Alexander Lapshin was twice denied entry to the Republic of Armenia at the “Zvartnots” airport and was arrested on the grounds that he was wanted by Belarus, and was later released.
Several months ago, Lapshin submitted applications to the National Security Service of the Republic of Armenia and the Prosecutor General’s Office of the Republic of Armenia to receive clarifications regarding the periodic arrests. The Prosecutor’s Office explained that the competent authorities of the Republic of Armenia referred Lapshin to the relevant subdivision of the Ministry of Internal Affairs Police on the grounds that he was wanted by law enforcement agencies of the Republic of Belarus, taking into account the fact that the competent authorities of the Republic of Belarus did not submit relevant documents, and no decision to arrest him was made.
The NSS replied to Lapshin that the latter had already received a response from the prosecutor’s office, and as for the alleged threat of violence by the NSS officer, an internal investigation is being conducted in this regard. Lapshin subsequently submitted an application to the Ministry of Internal Affairs to terminate the investigation declared against him by the competent authority of the Republic of Belarus in the territory of the Republic of Armenia.
Lapshin was not satisfied with the response received from the Ministry of Internal Affairs, and accordingly, he filed a lawsuit with the Administrative Court against the Ministry of Internal Affairs with a demand to terminate the investigation against him.
